What make and model are your Jacks? If HWH they have a good trouble shooting guide on line. Check the simple things first like the interlocks, parking brake not just set but the light is on also, slide fully retracted, cables cleaned and tight from battery to motor, is the solenoid that clicks passing current through it, it may click but contacts could be burnt and not pass enough amps to start pump.
