Ultra tools & equipment makes model#JD3000E which looks identical to the ELM3000, but has electric start.. Maybe somehow get ahold of the parts breakdown for that model and go from there.. I assume you are mounting it inside a compartment where you cannot get to the pullstart, because these things start very easily as Curly2001 stated.. Here is the link to the JD series gensets..
