Yeah, it'll measure 120V with a multimeter; if you looked at the AC waveform on an oscilloscope, though, you would see that it's not a nice sinusoidal shape. It's not unusual for digital type electronics especially to exhibit the kind of behavior you describe when powered by such "dirty" power. Your Honda uses a different type of generator technology than your Power Pro, and thus delivers a cleaner, more sinusoidal waveform.
