The solution to my problem was to pay the $19 non-member surcharge and get the word out to those who might be in the same predicament.
Another option is a gift card. If a member sends you (nonmember) a COSTCO gift card, they will give you a free one day membership to buy whatever you desire. The card can also be used online by nonmembers.
