I was told by an ex Champion Generator tech that by removing the black wire on terminal 1 and attaching with terminal 3 I would be able to get the full wattage at 120 volts on one 120 outlet or 1/2 my 120/240 plug. My question is could I not make up a L14-20P plug and attach the 2 hot lines together into the hot side of a 30 amps 120 volt RV plug and the neutral and groung to the proper contacts. This way I would have less chance of overloading the wiring. Its a Champion C46535 that I have.

Doing what you described can do serious harm to your generator.
The rewiring will require both main windings to have the same phase relationship. This will require "flipping" both wires from main winding #2 and and attaching them on top of main winding #1.
For the C46535 this means completely disconnecting the Black and Blue wire from main winding #2 and then reconnecting the the Blue wire from winding #2 to the Red wire on main winding #1. The Black wire from #2 will then connect to the White wire on main winding #1.
You must then rewire BOTH duplex outlets so they are parallel (remove black from one outlet, tape off and jumper red so it connects to the gold screw on both outlets.
You will have a 20 amp circuit breaker protecting the duplex outlets. If you want to get full amperage from your twist lock you need to add a 25 amp breaker. You can get this from CPE parts.
The original wiring diagram for your 46535 is in your manual. The manual is also online here. The page number in the manual is 21.
When you are through moving wires, your result should be what you find in the C46511 pictured below.
BE EXTREMELY CAREFUL and double check all of your connections to be sure there are no errors or crossed wires.
