Most eBay sales go smoothly, but if there's a problem with a purchase, the eBay Money Back Guarantee assures that buyers receive the item they ordered, or get their money back.
Buyers can use the eBay Money Back Guarantee when:
They don't receive an item
They receive an item that doesn't match the listing description
Most sellers work with buyers to quickly resolve issues, but if a solution isn't reached, we can help. We work with sellers to ensure that buyers either get the item they paid for or get a refund.
What's covered
Most transactions on eBay.ca are covered by the eBay Money Back Guarantee.
Covered
Purchases are covered by the eBay Money Back Guarantee when all of the following are true:
An item isn't received or it isn't as described in the listing.
A buyer reports that they didn't receive an item or requests a return within the eBay Money Back Guarantee timelines.
The buyer made the purchase on eBay.ca via checkout or an eBay invoice with one of the following payment methods:
PayPal
PayPal Credit
ProPay
Credit card
The item was paid for in a single payment (including payments with PayPal Credit).
If the listing was a live auction by an auction house seller, the buyer made the purchase on eBay.ca and paid by any payment method, the purchase is covered as long as the buyer provides a copy of the seller invoice and proof of payment.
Not covered
Buyer's remorse or any reason other than not receiving an item or receiving an item that isn't as described in the listing (see the seller's return policy for return options).
Items damaged during pick-up or shipping or not delivered when the buyer arranges pick-up or shipping of the item (for instance, the buyer arranges freight).
Duplicate claims through other resolution methods.
Items shipped to another address after original delivery.
Vehicles (see eBay Vehicle Protection), Real Estate, Websites & Business for Sale, Classified Ads, services.
Items purchased on half.com, eBay Wholesale Deals, or eBay Classifieds.
When a buyer doesn't receive an item
If a buyer doesn't receive an item, the buyer needs to report that they didn't receive the item by contacting the seller from My eBay. The seller should address the buyer's concern and provide updates on the delivery of the item, tracking information, or a refund.
If the buyer isn't happy with the seller's response or doesn't receive a response, the buyer can ask us to step in and help.
If asked to step in and help, we review the information provided by the buyer and seller for evidence of successful on-time delivery to the buyer's address. We require proof of signature to confirm delivery for items with a total cost of US$/C$750 or more.
If we determine that the item wasn't successfully delivered, we refund the full cost of the item and original shipping via PayPal. The seller is required to reimburse us for the amount. - jrnymn7Explorer

If you didn't receive an item
After you pay for your item, check the estimated delivery date on the Order details page of your purchase in My eBay.
The seller may also provide you with shipment tracking information. Check the package tracking to see when the seller shipped the item.
If the estimated delivery date has passed, or you didn't receive tracking information, and you haven't received your item, the eBay Money Back Guarantee can help. Learn more about the eBay Money Back Guarantee.
If an item doesn't match the listing description
If the item doesn't match the listing description, start a return request.
To return an item:
Go to My eBay > Purchase History and find the item.
In the More actions drop-down menu, select Return this item.
Select a reason for the return.
Follow the on-screen instructions.

About refunds
If the seller gives you a refund, you usually receive it through the same payment method that you used to pay for the item.
If you bought an item with a payment method other than PayPal, we ask you to confirm receipt of the refund.
A full refund is one that covers the cost of the item and original shipping. If you've received an item and want a full refund, you usually need to send the item back to the seller.
Timing
If you open a return request for an item that didn't match the listing description, or report that you didn't receive an item, you have a limited amount of time to take some actions. Be sure to follow these time guidelines.
Timelines
If you haven't received an item: You can report that you didn't receive the item and open a request for a refund after the estimated delivery date has passed. You must open the request within 30 days of the estimated delivery date. Learn more about the eBay Money Back Guarantee.
If you received an item and it doesn't match the listing description: You can open a return request no later than 30 days after the actual (or latest estimated) delivery date. If no estimated delivery date is available, we consider the latest estimated delivery date to be 7 days from the payment date for transactions between a buyer and seller in the same country, and 30 days from the payment date for buyers and sellers in different countries.
The seller has 3 business days to resolve the issue from the time you start a return request for an item that doesn't match the listing description, or request a refund for an item you didn't receive. If 3 business days have passed since you started your request and the seller hasn't resolved the issue, you can ask us to step in and help. If you don't contact us within 30 days of starting a request, we assume the issue has been resolved and we close the request. - 2oldmanExplorer II

It's tricky because a lot of eBay vendors have multiple stores/names. The ad header for that kit is all but identical to the one I bought, plus //.
