6 gallon hot water heater only delivers 4 gallons

Yep, how are you measuring?

Of course, if you take a shower and use 4 gal, 4 of the 6 gal are replaced with cold water over the course of 5-10min...that will mix with the final 2 gal and it won't have time to reheat.
