I think that you mean 2 lb below cut-on/turn on, pressure, set at 2 lb above the pump will never turn on.

Sorry, but Bobbo is right, the accumulator tank bladder pressure should be set slightly higher than the pump cut-in pressure, so the tank will completely empty just before the pump kicks on. If the bladder pressure is set below cut-in, the the pump will kick in before the tank empties.
