104 vac is the stated low voltage threshold for the Progressive EMS units. That said, I've found PI calibration could be better and reset my own EMS-HW30C against a known calibrated meter.
You'll note I used "~" on nearly every voltage reading I gave---just to keep hair-splitting to a minimum. Yes, I missed using "~" for this particular reading (since corrected)---kudos to you for catching it---lol!
