Since PI's low voltage threshold cutoff voltage is 104 vac and TRC's is 102 vac, the latter of which many including myself feel is too low, I'd have to disagree that this distinction is "splitting hairs". If I did I wouldn't have bothered recalibrating my own EMS-HW30C which as delivered was reading ~ 1.4 volts high and wouldn't actually disconnect until incoming source voltage dropped to ~ 102.5 volts which is too low for my own comfort level.
IMO, the concern is not warranted. There is no magic threshold (I.e., 102v, 104v, 106v, etc.) where MTBF's suddenly increase or decrease to a significant degree for the vast majority of consumer appliances---it's very gradual. If there was a magic threshold, it would be well documented, widely recognized, and most importantly, standardized.
