Are these "measurements" taken when the AC is starting? I have seen a brand new Duo Therm smoke the condenser evaporator fan motor after a dozen or so low voltage starts. It doesn't take much. Run voltage is a moot point. Think of run voltage as respiration during daylight. 10 times/min. is fine. Twice per minute at night isn't.

It's the startup voltage that no one mentions or even seems to care about.
