This is NOT a propane supply issue. Even if no propane, if sail switch and over-temp switch signal PC board that "all is OK", the igniter WILL click and propane valve will open.
If insufficient air flow to close the sail switch (low voltage, blocked air return or closed vents, you will have these symptoms.
Sure, it could be the PC board, but start with these free things first.
