One thing we do know is the the circuit breaker between the battery and the distribution center has corroded terminals. Bad connections = resistance. I would guess that between the corroded terminals and the propane monitor/valve you have a lot of draw on a less than fully charged battery. I'd suggest to sparkle up those connections and charge the battery.
