Check for power on the downstream side of the fuse. A clamp meter is the best solution to see if current is traveling through the fuse.
Otherwise, a test light with very sharp point works well for this. The jacket on the wire is punctured by the point and the cable with clip is lead to ground. After testing, I put a drop of liquid tape on the hole to prevent corrosion.
There isn't by any chance a metal can circuit breaker on the positive battery cable? Some are manual reset by pushing a small button.
