Yup, latitude, sun elevation, weather, trees, shadows, tilting, etc all are factors.
On 3/3/15 in Phoenix my flat panels were about 72% efficient on controller output with clear skies except during some passing clouds. Maximum sun elevation for the day was 50 degrees.
