The load center breakers may be over-worked and are failing. New circuit breakers may cure it but only temporarily. A good diagnosis of the issues would have to be done with meter in hand and close inspection of the pieces of the puzzle.
If the breaker is tripping with no load on the downstream side, an assumption of a short circuit would be appropriate. Perhaps that fraying cord is the cause.
