Do battery cutoffs and auto-reset breakers ...

...fail in such a way that they reduce battery capacity? I put a brand new battery in my rig but this morning 20 minutes of furnace dropped the voltage enough that the main circuit breaker tripped ...

Are you talking a tt with auto reset on the battery positive

A poor quality device could have a higher resistance in the contacts
That would reduce the charge value
High residence cause the converter to see battery voltage as higher than it really is

Loose bad dirty connections or contacts, will affect battery charging and discharging
