The price of one of my products was 6 USD + postage and most offshore customers would send me IRCs to cover the postage.

More likely, a comment on Harvey51's post. No taxpayer funds were mentioned anyway. USPS is still a govt company though.
Postal mutual agreements are murky waters, hard to tell who is paying who. The bottom line is, - this agreement allows unknown guy in China to still have sales income included in $2.57. Not necessarily "profit". Could be no profit, - here is btw, another possible answer to "How do they do it". Somebody in China might be liquidating unsold merchandize. Though I tend to think there is still a profit, for the previously stated reasons. - SaltiDawgExplorer

In the USA there are similar agreements in place with virtually every country - including China. The agreement covers costs to send TO China as well as FROM China.
This is not a subsidy, it is a required agreement. It is similar in need to a Status of Forces agreement OR a Diplomatic Immunity Agreement.
