What is funny about these ratings is some manufacturers actual underrate their loads by 10-20% for these factors. Not all, but some do on certain trucks and trailers.
Good example of this is my little trailer. The specs on it are rated to 1500 lbs, but the axel is rated to 2500 lbs, and the frame on the trailer is very heavy duty. The only limiting factor is the tires, which can be easily replaced with ones rated for the load (currently the max load is 2100 lbs). The most I've ever put on it is 1900 and it handled that with no problem, but I only drove that for ~15 miles.
