BOTH statements are correct. Dick did NOT read and understand what the poster stated. A CORRECT filled LP cylinder will have ONLY 80% liquid capacity of the cylinder and a 20/30/40 cylinder will have its rated poundage, but will not be completely full. The Poundage takes into account the 80% figure. Technically the 20 lbs is really 19.74 lbs but we will not quibble a .26 difference:B Doug
