Existing panels are probably fine. I assume a condo is separately metered. Just add a 20 amp or 30 amp 240v circuit to each panel and plug the cars in.

Never mind a place like California, Ontario Canada has 600,000 condo units, if only HALF of them added just a single 20 amp charge circuit and plugged in at 6pm after getting home from work........
300,000 units at 20 amps on 220 volt, equals 1,320,000 kilowatts.
Even here in Ontario, the land of hydro-electricity’s birth, the grid is maxed out on hot days. Add that much more load and start lighting candles. Oh, wait, EV’s don’t charge off candles.
