Another consideration would be a brushless DC motor, they are tiny but super powerful... all over ebay right now for dirt cheap, due to the drone craze. They don't hook straight to 12v, you need a little circuit board called an ESC, those are cheap too on ebay. Tricky part would be coupling the motor's output shaft to the fan blades.

Those are 3 Phase motors driven by a PWM input, so one still needs to develop that pulse unless it can be driven constant high. and they are REALLY fast

I'm sure MEX can handle something like that! or FleaBay has cheap servo testers, plug right in to the 3 pin connector on the ESC... give you a nice adjustment pot to turn, which would be a volume control for the fan, going from fast to ludacris speed.
