my Honda EU2000 is very sensitive to correct oil level. For sure check unit is on level ground, then if the 1000 is the same as the 2000 the oil should be almost dripping out the spigot when the fill cap is removed. If all else fails bring it inside where its warm, let it stabilize and then back outside with choke on and see if it was just cold
