True, we cannot see inside the walls or ceiling of the RV, but does it really matter? There is an obvious truss running down the right side of the fan opening in the picture. It's the piece of 2x2 wood with the piece of steel pressed into it. In RV construction the trusses run side to side from exterior wall to exterior wall. If you visually follow the truss in the picture it ends up at the sky light.
The OP says he can push the truss up and down with his hand which he should not be able to do. So at this point it doesn't matter one bit what was or wasn't done. What matters is the OP has a sagging roof at that spot and is looking for ideas on how to fix it.
