Yes, the OP existing MW doesn't draw "less" during the magnetron duty cycle, but on low settings this cycle is under 20 seconds. So it cycles 20 sec On, 20 sec off, or 15 sec On, 25 sec off. Not 2.5 minutes On, 2.5 minutes off.

It still seems easier to use the propane stove.

I assume you are referring to my post above. If so, please reread it. I said, "...it will cycle on at full power for however long the cycles last (15, 20, or 25 seconds in your example), then off, then on again, etc., until it has been on for 2 1/2 minutes and off for 2 1/2 minutes." I did not say each cycle lasted 2 1/2 minutes.
