It IS a heating coil! The purpose of it is to remove juice from the battery quickly, for whatever reason one may want to do that.
A friend gave it to me, many years back, because he believed that when storing AGM batteries for long periods (years) without use, it was important to cycle them once in a while and not just top them off. He got the coil from a kiln, and cut it to 25amp length. But it is brittle and I have since broken it to shorter length, probably about half what it was. So it might be 50amps now. I have not used it in the two years since I found this forum.
