There really is no need to use a heating element to discharge a battery unless you are making a DIY load tester. There are other resistive loads that will work better, like lights. Why do you need to discharge the battery?
I don't want to discharge the battery. I want to test the charger and the battery is currently fully charged. What do you recommend I do?
