You may not have a problem with it, but that was still the reason for the problem you had. If you had not been annoyed by it, you probably would not have posted about it. Why didn't you just go across the street to another station?
Rules and regulations aside, something like this is very unlikely to happen to most of us. The last time I even saw an attendant out at the pumps was probably last year in Hiland Wyoming, when I filled my Jeep at a little roadside station. Full service. I think she was just lonely. At the normal station, no one is paying any attention to what is happening out at the pumps, and at least half of them the counter guy couldn't see the pump side anyway.
And for the guy who works at a station, and hits the E-stop when he sees evil-doers, I think you must be joking or maybe working at a little roadside single island station. Because I've never seen any attendant show any interest in what is going on out on the islands. They don't even have time to fill the receipt printers or paper towel dispensers.
