Fuse is NOT the issue.......nor does it have anything to do with Water Heater

You have DC otherwise the AC would not work nor would you have display/lights or the NO LP error code
No sparking then issue is with circuit board 'gas' circuit.
DC goes to spark electrode and gas valve at same time when lighting off.....
