Great question and I don't (exactly) know the answer. However, the voltage to the interior circuits of the trailer was 114-116 while I was doing my testing. I didn't test the receptacle for the fridge to see voltage there. I didn't test at the board connection to the heater either. My GUESS is that the heater itself was seeing something less than 114-116, based on the comparative results of direct feed of the 120V circuit to the heater, and my GUESS is that the board needs to be replaced.
Don't you hate it when there is so much GUESSING? Before I purchase a new control board, I will be sure to measure the voltage at several points to see if the problem is elsewhere in the circuitry, not in the board as is my GUESS.
