Well... i messed with it until 1115 last night.;... i put breaker back in that you suggested would only have 12v with ignition on and found you were correct. After eliminating that I also checked at the fuse panel under that dash again and all fuses are good.
I then decided to go to my mechanic here. They came over and have told me its the starter. ive never had a starter go out and do the things this did, but I suppose there was some short in it or whatever.
Anyway thanks for the help.. i did learn more about the bus as you said.
