I have been getting my West 6s to 100% (baseline SG) with voltages 14.8 peak then prolonged 14.4 rest of day, but this is with shallow cycles daily. (on solar but that should not matter how you do it)
With deep cycles taking a few days to do a cycle, I cannot get them to 100% unless I get them into the 15s. So IMO it has to do with the degree of sulfation hardness/softness ie how easy it is to get it back into solution.
