In most A/C units, the compressor bears a label stating three Amperages:
Start, Run, and Locked Rotor. Start Amps might be able to be reduced with a "Start Kit" (Start Capacitor and some kind of Control Device like Relay, Electronics, or PTCR). Can also be reduced to a degree by starting the FAN first, then the Compressor. A window unit is probably already wired that way.
