Wow, I am really surprised that cutting such an important corner is an industry accepted practice. I guess I can't fault the dealer for doing anything wrong in that case, but they also didn't do anything to go beyond the bare minimum.
I was not hooked up to the hitch when this happened. My receiver is painted inside and out, the hitch shaft is painted, the retaining pin is painted and the ball is covered in grease and rust. I do not see that being a low impedance path for electrical continuity, other than for high voltages like keeping the static electricity potential between trailer and tow vehicle equalized.
