A manual pilot ignition water heater would usually have no electrical connections of any sort to it. It should operate without power (but you are right to not light it with no water--that's a good way to ruin it).
All the wires on the negative of the battery are ground wires of some sort or another. Where do they lead? The only way to find out for sure is to trace them out. I might guess that one of them goes to the solar controller, one to the truck's chassis ground (via some connector to the truck wires), and one that's the "main" ground terminal, connected to either the frame of the camper or to some common 12V negative bus bar, possibly one that's built into the 12V fuse box. My guess could very easily be wrong.
The various positive wires probably go to the same basic places as the various negative wires. There ought to be one or more fuses or circuit breakers protecting the positive wires (and the rest of the electrical system that they connect to) not far from the battery, assuming the wires are longer than a foot or so.
