If the fuel system is not primed by the fuel pump relay, then the engine will not fire as the pump does not run in the start position on many rigs. I am not sure about Fords,
Sometimes in GMs, you can turn the ignition switch on for about 5 seconds and hear the relay drop out, then turn it off, then on again to give a second shot to pressurize the fuel system.
