Huff and Puff at 100% and get only so many volts, principle. The HF is a perfect example of this. By the way the regulator on your HF charger is blown, direct short no control.
Since the Harbor Fright charger achieves 13.68 volts on your particular batteries I would say the one I listed would do fine. I try to be very conservative in my recommendations. I would be curious to hear a report card on the new charger's performance with both your GC's and your chassis battery.
