Is that 13.8v the minimum (yes minimum) it will produce, regardless of battery soc? And if so, what makes this different from a basic 120vac to 12vdc wall plug adaptor such as this? (other than the different voltage/amp outputs):

In other words, what keeps that battery floater from frying when attached to such a large load like a battery bank?
