Obviously they were never properly maintained, so they may have been "boiled dry" during regular boost charging. This seems a more likely scenario to me. And yes, long term floating could exacerbate an already bad situation.

These were chargers that have no boost. Either the old Magnetek single stage, or WFCO supposed 2 or 3 stage that never goes over 13.8v anyway.
