These were chargers that have no boost. Either the old Magnetek single stage, or WFCO supposed 2 or 3 stage that never goes over 13.8v anyway.
In that case, yes, a prolonged 13.?v charge, left unattended for many months, could dry them out, especially at higher temps. But I'm more inclined to lay blame on the previous owners than the float charger. No FLA battery is completely maintenance free, and I'd rather float a little higher and replace a little water, than float lower and risk more settling. That said, I don't float mine, anyway. :)
