That's a good point. A 4 digit meter in the 2v range should see something. A 5 digit or analog meter would be ideal. A 3 digit likely won't register.
Another test would be a clamp ammeter on the cable feeding the shunt. It will at least confirm if current is flowing through or bypassing it some how.
