It can not limit input voltage, that's established by the panels, the sun, and the temperature. If you have you're strings configured for too high a voltage you will damage the controller.
None of that matters to yohr breaker problem. I'd guess either a bad breaker or a high current spike so quick it's not being measured.
You need to VERY SURE your panel Voc is under 150V at the lowest possible temperature.
Your A/C may indeed draw much more that 120A for short duration on startup. You're setup for a very high amp draw on 12V. It's also possible that your batteries or wiring are inadequate for the A/C.
