Since the OP has clarified that the positive cable on the far right side has been disconnected because of a parasitic drain (so it is not currently in view), the 6V batteries have been wired correctly, in series, as far as the large cables are concerned (one visible, the other currently disconnected and not visible). The question is what the small wires in the middle of the picture are for. Since they are both effectively attached to the same point (either end of the jumper makes no difference), then they both have the exact same potential on them, and are in fact connected. IF they are supposed to be the pos & neg to some accessory (brakes, jack, etc), then that accessory is obviously not working.
The wires are fairly heavy; trace them out and see where they go. Perhaps into the trailer plug for charging purposes from the Tow Vehicle? If that's it, DON'T plug it into your TV unless you want blown fuses and/or alternator in said TV! Did you tow the trailer home with it plugged in to your TV?
Here's my take: the dealer installed the 6v batteries as you requested, but when it came to the smaller wires, since they are taped together into one bundle just 6-8" from their ends, they can no longer reach the true 12v pos & neg terminals of the new 6/6 battery bank. So the dumba__ tech doing the installation simply hooked them up to the closest pos & neg term that the wires would reach.
The dealer definitely needs to be made aware of the relative intelligence of his employee, hopefully BEFORE it results in someone's trailer or tow vehicle going up in flames.
