Is it safe to assume that you have checked the operation of the choke to be sure it is doing what it should ?
If so, I think that you TELLLING the shop what to do is a mistake.....because they will do exactly that whether or not the real cause of the problem is on your list. It is usually MUCH BETTER to let them diagnose the problem and tell you what needs to be done to fix it.
And lastly, your failure to squirt a little extra oil into the cylinder before it went to sleep for a few months likely has NOTHING to do with your present problems.
Changing the plug first is a good idea.
