I got a reply from BF and they said to trust the label but make sure I add any options from the list printed below. So according to them, the 2654lb is a true weight. But it also appears not all 25C9.4lb of that era even got all of the standard option (like no roof rack or TV antenna.) He did say the campers did get progressively heavier over the years as more options became standard so a 2006 could very well weigh less that a 2017 for example.
Anyway, they answered and were very tolerant of my questions. This camper fully loaded will be 600lbs under my tires E tires, so I am fine with that. I will be 900 over gross (9900), 330 under the RAWR (6500) and well under the rims and axle.
