It can be done. Several over on the Dmax forum have done CP3 swaps on their LMLs. Couple of vendors are offering kits. Yes it does require tuning. The difference in rail pressure between the CP3/CP4 is only 26K vs 29K PSI. Not sure where your getting 30%.
