They can only get so many per year. It is when you fill out that form and sign it, certifying the person is a eligible "family" member where the losing your job part comes in. I'm guessing most people would feel their isn't enough in it for them to be worth the risk.
Looks to me that there would be no way to verify who gets the discount, .... I could be anyones nephew...
