I can guarantee you they can and do track every employee price sale. The first thing you do as a dealer after delivery of any vehicle is to report that sale to the factory whether it is an employee sale or not. All of the pertinent information pertaining to the sale is reported. This is how they also track warranty.
Any employee that wishes to extend the employee price discount to eligible participants must request a voucher and supply the name and the relationship to the employee. Some classes of GM employees do receive a limited number of vouchers to use for "friends" that do not normally qualify, on an occasional basis.
If the dealer does not report the sale properly and assure the buyer is eligible, he can be and often is "charged back" the incentive he is paid to sell the vehicle at that price. I have paid the penalty well into six figures on a technicality when audited.
Having operated dealerships in a GM town and sold thousands of GM employee deals, I guarantee you they know exactly who they are selling to and paying the dealer for.
I just bought my 2015 3500 HD Sierra Denali with GM Employee Discount. $7,000 off Sticker plus $2,000 dollar rebate.
My brother is the employee. A few years ago all you needed was the social security number. One of my other brothers step son used it. GM investigated and was going to fine my brother the employee. But the dealership that allowed it took care of it because it was their fault. My brother was suspended from using the discount for 2 years.
