As you've said something is wrong with those numbers. It is highly unlikely that the new Powerstroke is capable of 409 rear wheel horsepower and only a maximum of 775 lb ft of torque. I would put 0 confidence in those numbers but I don't think the lack of airflow through the radiator could account for it as peak torque should show up at 1600 rpm .... so if poor intercooler performance is limiting the engine's output already at 1600 rpm it highly unlikely that more fuel and higher rpm is going to fix the problem.
