I can get a motorcycle learners permit and ride by myself. And learn by myself.
In my state getting a CDL learners permit will only let you drive with someone who already has a CDL in the vehicle with you. I don't know anyone with a CDL willing to tag along with me for the entire learning process. Nor do I know anyone with a rig big enough to qualify that would be excited to have me practice and test in it. And I sure wouldn't buy one without that CDL in hand. I'd venture to say a lot of people would be in the same situation.
There are probably schools that would do it, for a price. But i don't want to learn to drive a semi. Are there ones that cater to RV owners?
